Thirteen of the Netherlands 37 professional football clubs are in serious financial difficulty and are now under football association supervision.
The 13 clubs, including five from the premier division, have been given three years to get their finances in order or face losing their licence.
The football association said it had decided to make the names public so supporters and sponsors know that their clubs need to be careful.
Earlier this year, the football association published a major report detailing ways clubs can cut spending and boost their income. Some 80% of income goes on players' salaries.
